TRAI Responds To DoT On Telecom Infra Sharing, Spectrum Sharing And Leasing | Know-how Information

New Delhi: The Telecom Regulatory Authority of India (TRAI) has issued its response to the back-reference acquired from Division of Telecommunications (DoT) in respect of TRAI’s suggestions dated 24.04.2024 on ‘Telecommunication Infrastructure Sharing, Spectrum Sharing, and Spectrum Leasing’.

Earlier, DoT, by a reference dated 07.12.2021 beneath Part 11 (1) (a) of the TRAl Act, 1997, requested TRAI to supply suggestions on permitting sharing of core community components similar to MSC, HLR, IN and so on., amongst telecom operators. Subsequently, DoT, by a reference dated 10.02.2022, mentioning its earlier reference dated 07.12.2021, knowledgeable that “to advertise optimum useful resource utilization among the many licensees, it’s proposed to permit sharing of every kind of telecom infrastructure and community components amongst all classes of service suppliers licensed beneath the Part 4 of Indian Telegraph Act, 1885 for provision of approved telecom companies”, and requested TRAI to supply suggestions on the topic.

Contemplating the request of stakeholders to allow inter-band spectrum sharing and leasing of spectrum within the nation, the Authority determined to take up the problems associated to spectrum sharing and spectrum leasing together with the problems associated to infrastructure sharing within the stakeholders’ session.

After a complete session with stakeholders, TRAI despatched its suggestions on ‘Telecommunication Infrastructure Sharing, Spectrum Sharing, and Spectrum Leasing’ to DoT on 24.04.2024.

Subsequently, DoT, by a back-reference dated 13.02.2025, knowledgeable TRAI that as per Part 11(1) of the TRAI Act 1997 (as amended), such suggestions on ‘Telecommunication Infrastructure Sharing, Spectrum Sharing, and Spectrum Leasing’ dated 24.04.2024, the place the Authorities has reached a prima-facie conclusion that these suggestions will not be accepted or may have modification are being referred again to TRAI for its reconsideration.
